A Commentary to Senator Trillanes' Annual Report to the People

Today, I have read a friendster bulletin from a friend and a college schoolmate regarding Senator Trillanes' Annual Report to the People. In this report he pointed out the bills he filed in the house of Senate. While reading the proposed bills, I can't help myself but to react to some of his proposed bills as follows:

1. SBN 753 - An Act providing for a P125.00 daily across-the-board increase in the salary rates of employees and workers in the private sector and for other related purposes

This is crap... if you imposed a mandatory increase of P125 per day across the board for workers in the private sector most of the companies will likely pull out their businesses in the country because of a very expensive labor. Instead of helping the people, they might end up losing their jobs. I believe this is not the solution to the real problem.. If the pay will rise then definitely the prices of all commodities will go high as well as they have increased the cost of labor. At the end of the day, the burden of the companies if they continue to operate will be passed on to the people. The most affected people would be those who are self employed like the vendors in the street. Imagine, the prices of the commodities would go high but their income will still be the same.

2.
SBN 2383 - An Act increasing maternity leave benefits from sixty (60) days to one hundred twenty (120) days or four months, amending for the purpose, P.D. 442, as amended by R.A. 7322

This is too much, again this is a one sided move, he should also consider the impact of this bill to the employer.. The standard i guess is only 45 paid maternity leave.. the country even go beyond... making it double will not do good at all!

3. SBN 756 - An Act increasing the salary grade of public school teachers from salary grade 10 to 20

I think this is too much, they have to ensure first that the teachers are qualified... what i suggest is for them to have an independent assessor for the teachers.. if they have this much qualification, say they will get grade 20, if they only have this qualification, say they will get grade 12. It should not be across the board..

my two cents...

  1. Your comments on Sen. Trillanes' Bills are actually just worth two cents.

First, did you know that our public school teachers are just receiving P6,000.00 per month? I think Trillanes is just being reasonable and practical in asking for their salaries to be doubled since we entrust the education of the youth, our future, to them.

Also, I read the Senator's bill for the P125.00 across-the-board-increase for workers in the private sector and it actually makes sense - he is proposing that it be spread over three (3) years P40.00 for the 1st year, P40.00 during the second year and P45.00 during the last year. I think this is doable. In fact, the annual increases granted by the wage boards almost approximates this.

Finally, doctors actually prescribe six (6) months rest for lactating mothers. Trillanes' proposal of four months appears to be a reasonable compromise.

I respect your opinion but if you are going to post it publicly, I believe you should be responsible enough to check your facts first before publishing your comments.

  2. I appreciate your comment but let me just reiterate my point:

    1. regarding salary for teachers, i have not talked about their salary, what I was referring was the grading system. If you are familiar with Hay Methodology, that i was referring to.

    2. For the salary increase, again why not find a way to decrease the inflation rate for the prices of the commodities to go down.. as you are aware, when the salary increases the prices of the commodities increases.. so how the isaw vendor can benefit on this? her/his earning is just the same but the cost of living is going up...

    3. For maternity leave, again you have to look at it on both sides... Yes, that is the doctor's prescription.. that's ideal like doctors prescribe breatfeeding below 2 years old.. see my point.. just a prescription... Four months is too long... You can like have a feeding break instead...

  3. I write by way of a rejoinder to your reply:

    1. In the government service, your salary is determined by your salary grade. That is why Trillanes was proposing increase in the salary grade of teachers... to increase their salaries... not for anything else!

    2. Let us see ... How do you legislate a decrease in inflation rate? Please tell us if you ever find out...

    3. Finally, what is too long for you may be too short for other people. Four months is barely enough for a person who has undergone a ceasarian section to recover.

I was compelled to respond your post because of the manner you opened .... "This is crap!" I think it is a very irresponsible way to express one's opinion especially for an administrator or moderator of a website.

I am not a fan of Trillanes... I did not vote for him but at least I can see that he is trying his best to serve... even while in jail!

I don't think we can say the same thing for others who are free but who do nothing except to promote their self-interest!
